The limit on X is 280 characters for accounts without Premium, but not every character weighs the same. A link always counts as 23 characters, however long or short it is, because X shortens it. An emoji counts as 2, even the ones built from several symbols, like a family or a flag.
Letters from Latin, Greek, Cyrillic, Hebrew, Arabic and other alphabets count as 1. Chinese, Japanese and Korean characters count as 2, which is why a post in those languages fits about 140 characters. This counter applies the same rules, so the number you see is the number X will see.
Text, spaces, line breaks, links, mentions and hashtags all count. Photos, videos, GIFs and polls do not take any characters. In a reply, the names X adds above your text (Replying to @name) are free; a mention you type yourself counts like any other word.
With X Premium the limit for a single post is 25,000 characters. Followers see the first 280 in the timeline and a Show more link for the rest, so the opening still has to do the work.
When a draft runs over 280, the thread splitter breaks it into posts that each fit, cutting at paragraphs first, then at the end of sentences, then between words, never in the middle of one. Each post is numbered, 1/5, 2/5, so readers know how long the thread is.
