Links from twitter.com, x.com and mobile.twitter.com all work, and so do the fxtwitter and vxtwitter mirrors. On a computer the file goes to your Downloads folder; on Android it shows up in the gallery; on iPhone Safari saves it to the Files app.
When you post a GIF on X, it is converted into a short silent MP4 that loops. MP4 files are many times smaller than GIFs and keep more colours, which is why X does it. That is also why right-clicking a GIF on X never offers a .gif file.
